In short, the world oil market can handle one major disruption in supply from the volatile Middle Eastern producers (Iran, Iraq, Libya, etc.), but only one.

The result of all this is that, with OPEC’s upstream capacity on course to rise to around 34.8 mb/d by the end of the year, against an expected average output of 30.9 mb/d for the year, our spare capacity should be at levels that are comfortable for the market.

Saudi Arabia - the defacto leader of OPEC - had 2.27 million bpd of that capacity. That leaves around 940,000 bpd of spare capacity, mostly held by Kuwait and the United Arab Emirates. Iraq and Angola also have some spare capacity. They may now bring that production online to help plug some of the gap left by Saudi Arabia - but it won’t be enough. Ever since the western oil majors lost control of output in the Middle East, Saudi Arabia’s willingness to maintain idle production capacity has been the world’s safety valve to offset its OPEC’s spare capacity amounted to 3.24 million barrels per day in June 2018, with world oil demand forecast to reach 100 million barrels per day by the end of the year. Saudi Arabia has held, on average, 70 percent of OPEC’s total spare capacity since 2001.
